      A newly published report brings to light the facts surrounding the ethnic cleansing carried out by Azerbaijani authorities in Artsakh during September 2023. Based on extensive fact-finding efforts, the report offers a comprehensive and sobering account of the attacks and their devastating impact on the civilian population, infrastructure, and cultural heritage of the region.

      The investigative process included in-depth interviews with forcibly displaced individuals from Artsakh, as well as servicemembers of the Artsakh Defense Army. Verified video footage and other forms of objective evidence were also analyzed to corroborate individual testimonies and provide a clearer picture of the events that transpired.

      The report details the military offensive launched by Azerbaijan, highlighting indiscriminate armed attacks against civilians—including children—and deliberate targeting of non-military sites such as schools, hospitals, and residential areas. These actions are presented alongside documented cases of forced displacement, which led to the near-total depopulation of the region’s Armenian community.

      In addition to the human toll, the report outlines widespread destruction and desecration of Armenian cultural and religious sites. Historic churches, khachkars (cross-stones), and other invaluable elements of Armenian heritage were vandalized or erased in what appears to be a systematic effort to eliminate the cultural presence of Armenians in Artsakh.

      Prepared with the support of the “Armenian Caritas” Charitable NGO, the report was first submitted to international organizations in 2024 and is now accessible to the wider public. Its publication marks a critical step in raising awareness, seeking accountability, and advocating for justice. International bodies will be formally notified and urged to take appropriate actions based on the report’s findings.
