Job Description:
ICARE Foundation (Foundation) is seeking an experienced and highly motivated Project Manager to lead the implementation of the e-AQUAF – Smart Aqua Farming project, funded under the Interreg VI-B NEXT Black Sea Basin Programme.

Position Summary
The Project Manager will be responsible for the overall coordination, implementation, monitoring, reporting, and financial supervision of the project in full compliance with EU regulations and Interreg Black Sea Basin Programme rules.
The role requires close collaboration with six international partners from Romania, Armenia, Bulgaria, Greece, Georgia, and Ukraine, ensuring timely and high-quality delivery of all project outputs.
Job responsibilities:
- Lead and coordinate the full lifecycle of project implementation (30 months)
- Ensure compliance with EU funding regulations, Interreg rules, procurement requirements, and reporting standards
- Coordinate transnational partnership activities and maintain effective communication among partners
- Oversee financial management, budget monitoring, and eligibility of expenditures
- Supervise development and delivery of key outputs, including:
- AQUA-SMART Portal (AI-driven platform)
- Deployment of monitoring stations
- Joint knowledge and policy framework
- Scientific conference and cross-border publication
- Business incubation and entrepreneurship activities
- Prepare and submit narrative and financial reports to the Managing Authority / Joint Secretariat
- Monitor project indicators, outputs, and result achievement
- Manage risks, ensure quality assurance, and implement corrective measures where necessary
- Support visibility, dissemination, and stakeholder engagement activities
Required qualifications:
- Master’s degree in Business Administration (MBA), Agribusiness, Aquaculture, Project Management, Economics, or related field.
- Mandatory: Proven experience managing EU co-funded projects under the Black Sea Basin Programme.
- At least 5 years of experience managing multi-stakeholder, donor-funded projects.
- Strong knowledge of EU financial rules, procurement procedures, eligibility of expenditures, and reporting requirements.
- Demonstrated experience in cross-border / transnational cooperation projects.
- Strong budgeting, procurement, contract, and risk management skills.
- Experience working with public authorities, research institutions, NGOs, SMEs, and private sector stakeholders.
Strong organizational, analytical, and interpersonal skills. - Ability to manage multiple priorities in a fast-paced environment.
- Excellent computer literacy, knowledge of MS Office and web-based reporting systems.
- Fluency in English and Armenian.
